What a kitchen floor has to satisfy

In California, floors in food facilities must be smooth, durable, nonabsorbent and easily cleanable, with a coved base where floor meets wall (California Retail Food Code, Health and Safety Code §114268). A floor that hides grease in a rough texture or crumbles at the wall fails that test.

Federal agencies do not approve flooring brands, so a floor that is described as approved by an agency deserves a question. What a kitchen needs is a seamless surface that can be cleaned and that survives the work done on it.

Urethane cement and why kitchens use it

Hot-water washdowns heat the surface and then it cools; standard epoxy can soften and delaminate under that cycle. Urethane cement systems are often used where hot water is sprayed, because they tolerate heat and thermal shock better than standard epoxy. They go down as a thicker, troweled or self-leveling layer, cost more and ask more from the crew.

The coved base

A cove is the floor curved up the wall, with a set height and radius, so there is no seam where dirt and water collect. Coves are formed in the resin, with a cove stick, or by a premade strip. Walls behind the cove need to be smooth and sound, because the cove is only as good as the surface it seals to. The estimator's cove option is priced for up to 100 linear feet.

The San Diego County plan check

The county's Department of Environmental Health reviews plans for new and remodeled food facilities, and changed floor, wall, cove base or ceiling finishes can trigger review. The submittal includes a finish schedule, and the county's published guidance puts a decision at about twenty working days from a complete application. Appointments are required.

The contractor is not the reviewer; the facility owner or their designer submits the finish schedule, and the contractor's job is to deliver what is on it. Check current requirements with the county before choosing finishes.
